July 1 marks the beginning of good rental real estate

labor law gives municipalities more opportunities to protect tenants against undesirable behavior of landlords and leasing agents, a national good landlord standard will be introduced

 

1. the landlord cannot discriminate against the tenant; the landlord cannot reject the tenant due to characteristics irrelevant when renting the premises, such as origin, disability or sexual orientation

2. The landlord cannot intimidate the tenant, e.g. by threatening to terminate the lease or turn off the electricity.

3. Rentals may require a maximum of two months' base rent as a deposit, and the landlord may not charge unreasonable service costs. He is obliged to settle these costs annually for the tenant.

4. The rental agreement must be in writing

5. the landlord must inform the tenant about general rights and obligations related to the rented property, e.g. the rules regarding annual rent increases, and the tenant must also know where to turn with questions about the property

6. Letting agents cannot charge double agency fees. If the letting agent works for the landlord, he or she cannot charge the tenant any costs, also known as contract costs or administrative costs.

7. If the landlord rents to a migrant worker, in addition to the above rules, the landlord is obliged to draw up the lease agreement separately from the employment contract, and the information that the landlord is obliged to provide to the tenant must also be in the language preferred by the landlord migrant worker.

If your landlord does not follow any of these rules, you can report it to your municipality. From January 1, 2024, each municipality must have a reporting point to which tenants can go. They can help you and enforce the rules.

In addition to this standard, the municipality may issue a rental permit for sensitive areas. Municipalities can also issue a rental permit for rental purposes to migrant workers, allowing them to set home quality requirements
